Scenario:-

There is an Issue Tracking list in MOSS 2007. The requirement is that the Administrator should be able to see all issues but other users can only see issues that they created. The non-administrative users should be able to create new items to the SharePoint (issue list), but not even create the personal views  

Solution

This can be configurable out-of-box with SharePoint

Site Settings --- >> People and Groups

Click on Site Permissions

Under Site Permissions ---> Settings ---> Permission Levels

Click Add Permission Level

List Persmissions

Define the personal permission-levels in such a way that the users are not allowed to create personal views
