Here the problem, all tech notes say to create a rule, I followed exactly. No luck. No mail is fowarded to a external mail box or even a internal mail box. I have tried this on two seperate sbs2003 domain servers and still no luck. Is there a setting on sbs2003 that needs to be enabled?

Autoforward to the Internet (and autoreply to the Internet) is disabled by default, and should remain so. Not sure what your rule contains that it isn't working for internal mailboxes, but that's neither here nor there, really, as I wouldn't use a rule for this.
If you have an e-mail address somewhere to which you want to forward all mail sent to mailbox X, create a mail-enabled contact and assign it that external address, and use the forwarding options in the properties of mailbox X, to send a copy of all mail to the contact. Do this in ADUC on the server.
This will also retain the original sender info, rather than rewriting it with the address of the forwarding mailbox.
