User not seeing Alert Me in SPS 2003

I have a couple users that do not see the "Alert Me" link in our SPS 2003 portal. Does anyone have a clue why this might happen. They have "contributor" role rights.

On your site, does the Contributor role have the "Use Personal Features" right? In other words, can your users create MySites?
If not, as I understand it, they won't be able to create Alerts, either.
