Si al momento de realizar una acción sobre algún servicio del TFS desde el Team Explorer 2008 les puede presentar el siguiente mensaje de error:

ErrorTeamExplorer

Si ustedes revisan el GAC (C:\Windows\Assembly) la dll existe, entonces el problema es porque han instalado el team explorer después de haber instalado el sp1 de Visual Studio 2008. Para solucionar el problema reinstalen el sp1.
