The true file name in a current installation is flash9e.ocx - SP3 is restoring a file that came with Windows, but is not registering that file, so you are not vulnerable to old Flash exploits.&lt;/p&gt;
&lt;p&gt;Of course, there&amp;#39;s little to no reason to keep that file, you should be safe to just delete it.&lt;/p&gt;
