As I mentioned in email, the file flash.ocx is not being replaced or overwritten, because in a current installation of Flash, it doesn't exist. The true file name in a current installation is flash9e.ocx - SP3 is restoring a file that came with Windows, but is not registering that file, so you are not vulnerable to old Flash exploits.

Of course, there's little to no reason to keep that file, you should be safe to just delete it.
