Is the simultaneous consoles figure for the web console, Windows console, or both?  Is there a way to forcibly disconnect console sessions?

I'm working for the RDP Projects with Microsoft HK, When we are designing for the Architecture, We need to calculate both Windows and Web Console. Also. Web Console needs to use more resources than the Windows Console too.
