&lt;p&gt;This is a well known issue. The work around is to remove the windows update registry key from HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate&lt;/p&gt;
&lt;p&gt;And make sure it's not automatically replaced by a GPO.&lt;/p&gt;
