However in Vista ... only this happens

Just another reason consumers will hate Vista. They don't want prompts for action they want action. Prompts are NOT a good thing for the average Joe. And NO you will NEVER turn the average JOE into the thinking computer professional.

I think you missed the point.

U3 doesn't auto load.  

The behavior then turns into the normal USB prompt that we ARE used to.
