The instructions on the last line are wrong ...well they are more like a 'wild card' placeholder.
Change the last command to
%windir%\pchealth\helpctr\binaries\HSCUpd.exe -i %windir%\pchealth\helpctr\binaries\hscsp_l3.cab

That post works as well.
P.S. while the workaround does the same thing as the hotfix I can't disassemble the hotfix to see exactly what it's doing...
