Thanks to Andy's blog for this FYI about the help and support workaround

http://parkesy.wordpress.com/2007/06/21/sbs-2003-sp2-installations/

http://support.microsoft.com/kb/937231/en-us

%windir%\pchealth\helpctr\binaries\HelpSvc.exe /regserver /svchost netsvcs /RAInstall
%windir%\pchealth\helpctr\binaries\HSCUpd.exe -i %windir%\pchealth\helpctr\binaries\hscmui.cab
%windir%\pchealth\helpctr\binaries\HSCUpd.exe -i %windir%\pchealth\helpctr\binaries\hscsp_*3.cab

The instructions on the last line are wrong ...well they are more like a 'wild card' placeholder.

Change the last command to

%windir%\pchealth\helpctr\binaries\HSCUpd.exe -i %windir%\pchealth\helpctr\binaries\hscsp_l3.cab

http://blogs.technet.com/sbs/archive/2007/03/20/help-and-support-service-missing-after-installing-windows-2003-service-pack-2.aspx

That post works as well.

P.S. while the workaround does the same thing as the hotfix I can't disassemble the hotfix to see exactly what it's doing...
