Most of the user that were unable to connect to Hotmail's website solved their problem by following one of the advice below. Take a look at them and see if it helps
1- Check the date and time of your computer. They need to be well set in order to sign in your Passport
2- Delete your temporary files and folders. In order to do so, go to the internet Explorer options

3- Can you access Hotmail's website on another computer
4- Run an anti-spyware tool. you can download Ad-Aware for free here
5-Check you Internet Explorer security settings by going to Options > Advanced tab, make sure you have enabled SSL2.0 and SSL 3.0 and disabled "Check for server certificate revocation"

6- Make sure your security level is set on Medium. The above level might block Hotmail's web access, the level below might put your computer at risk

7 - Make sure that your Cipher strength is set at 128 bits.
Go to "?" in your Internet Explorer toolbar and choose "About Internet Explorer".

8- Are you running a Dial Up accelerator.? If so, turn it off, some Dial up accelerators are not able to bypass the proxy server for SSL.
9- Make sure you have allowed donwloads on your computer. Public computer often block downloads even though Hotmail's login requires to download a small cookie on the computer. Go to Internet Explorer Tools> Options> Advanced
