2- Type regsvr32 c:\progra~1\msn\msncorefiles\mailui.dll in the text box, and then click OK.

Did you enter
regsvr32 c:\progra~1\msn\msncorefiles\mailui.dll
without the quote?
I just tried it again and it works fine here.
What exactly came up empty?
