I read all emails.
I read all email as soon as I see it which is typically within 15 minutes of receiving it.
I respond to all emails. It's simply the right thing to do, and it is courteous. If someone called my name, I would answer. My mother taught me that, it holds true today as it did 30 years ago. Same thing for email.
On occasion, I can't immediately answer a question and I store it. In some cases, I forget to return to it. This is bad, it doesn't happen often but it is bad none-the-less. If you don't get an email response from me, it's ok to follow-up.
I'm annoyed at people who don't respond to email. How busy can you really be to not answer an email? I make a distinction between busy and overwhelmed. Busy people should answer emails, overwhelmed people should find another job.
Do I consult or offer services? No. My services are available to you in the newsgroups that I monitor or via email. If it is something I can handle, shoot me an email, I'll help you out - lots of people do that to me, I don't mind at all.
If you send me code to fix, or to look at, it's mine and I reserve the right to use it in my books, otherwise don't send me code.
