So you wanna build Templates without using Visual Studio.NET 2003?

Steve Walker has pulled together a few sample files to demonstrate how to build Templates for Content Management Server 2002 without Visual Studio.NET.

You will need to use another aplication by Steve to manage the Template Definitions -> Stand-alone Template Manager for MCMS 2002.

From the readme, "Page logic can be added to the templates using 'inline code'."

But... If you are developing on MCMS 2002 you would be using Developer Edition... if you are using Developer Edition you should have a MSDN Universal/Professional subscription... So not using VS.NET to build your templates is a lifestyle choice not really a requirement.
